Who Gets to Be Informed?

Most intelligence tools are built for English speakers in wealthy countries. The rest of the world deserves the same access.

There is a question that rarely gets asked in discussions about artificial intelligence, information platforms, or the future of media: Who gets to be informed?

Not who can be informed, theoretically, if they had the right language skills, the right subscriptions, and the right geography. Who actually is informed, right now, about the forces shaping their world?

The answer is uncomfortable. If you speak English, live in a G7 country, and have a broadband connection, you sit atop the most extensive information ecosystem ever constructed. You have access to the world's largest news organizations, the deepest financial databases, the most sophisticated analytical tools, and an ocean of commentary that contextualizes all of it. You may feel overwhelmed by information. You are, in fact, drowning in privilege.

If you don't fit that description, you are largely invisible to it.

The Geography of Information Privilege

Consider the infrastructure of global knowledge. The Reuters Institute's 2025 Digital News Report found that 78% of the world's most-cited news sources publish primarily in English. The top 20 financial data platforms are headquartered in four countries: the United States, the United Kingdom, Canada, and Japan. Bloomberg, Refinitiv, S&P Global, Moody's, MSCI, FactSet --- these are the scaffolding of professional intelligence, and they were built for, by, and around the needs of English-speaking financial centers.

This isn't a conspiracy. It's economics. Building a global information platform is expensive. The customers willing to pay $24,000 per year for a terminal seat are concentrated in New York, London, Hong Kong, and Tokyo. So the platforms optimized for those markets first, and the rest of the world became a rounding error.

The result is a global information architecture that looks remarkably like colonial-era trade routes: resources flow from everywhere to a handful of capitals, and finished products --- in this case, synthesized intelligence --- flow back to those same capitals and nowhere else.

A portfolio manager in London can access granular intelligence about regulatory changes in Lagos. An analyst in Lagos trying to track regulatory changes in London has a fraction of the tools, at multiples of the relative cost.

The Language Barrier Is an Intelligence Barrier

The asymmetry deepens when you consider language. There are approximately 7,000 languages spoken on Earth. The global intelligence infrastructure meaningfully serves perhaps a dozen.

This matters more than most people realize. Critical reporting about your own region often exists in languages you cannot read. A Kenyan researcher studying agricultural policy may find that the most relevant reporting about African Union trade negotiations was published in French by Jeune Afrique, in Arabic by Al Jazeera, and in Portuguese by outlets covering Mozambique and Angola's positions. The English-language coverage, if it exists, arrives days later and compresses hours of nuanced reporting into three paragraphs.

The problem compounds in countries where local media operates under state influence. A Vietnamese analyst cannot rely solely on Vietnamese-language media for a complete picture of regional geopolitics. The coverage they need --- from Japanese, Korean, Australian, Indian, and Filipino outlets --- exists abundantly, but in languages they may not read.

According to UNESCO's World Trends in Freedom of Expression report, fewer than 15% of the world's population has access to fully independent domestic media. For the remaining 85%, the ability to access and synthesize international sources isn't a luxury. It's a precondition for understanding their own circumstances.

Why Translation Is Not Enough

The obvious response is machine translation. Google Translate now covers 133 languages. DeepL handles 33 with impressive fluency. Surely the language barrier is dissolving?

Not quite. Translating individual articles is a necessary step, but it solves only the surface problem. True intelligence requires context, synthesis, and scale --- and those remain stubbornly difficult.

Translation gives you the words. It doesn't give you the relationships between entities mentioned across hundreds of sources in dozens of languages. It doesn't tell you that the same company is referred to by three different names in Mandarin, Japanese, and Korean coverage. It doesn't flag that a regulatory body mentioned in a French article about West African banking standards is the same entity that appeared in an English article about international anti-money-laundering frameworks two weeks earlier.

Real intelligence synthesis --- the kind that lets a professional make informed decisions --- requires processing 100+ languages simultaneously, with entity extraction, relationship mapping, and citation tracking that works across linguistic boundaries. It requires treating Kompas and the Financial Times not as sources in different categories, but as peers in a single analytical pipeline.

This is an infrastructure problem, not a features problem. You can't bolt it onto a translation API. It requires years of investment in multilingual natural language processing, trained on the specific vocabularies of finance, regulation, geopolitics, and industry across every language in the pipeline.

Today, she can follow English-language coverage from a handful of international outlets. The internet democratized publishing. Each wave of democratization shifted power toward those who were previously excluded.

The next wave is intelligence democratization --- the shift from raw information access (which the internet largely solved) to synthesized, contextual, actionable understanding (which it emphatically did not).

The World Bank's 2025 World Development Report on digital infrastructure found that countries with higher information accessibility scores showed GDP growth rates 1.2 to 1.8 percentage points higher than peers with similar economic fundamentals but lower information access. Information asymmetry isn't just unfair. It's economically inefficient.

When a researcher in Nairobi operates with the same situational awareness as an analyst in London, the research gets better. When a journalist in Bogota can verify claims against original sources in four languages, the reporting gets more accurate. When a student in Jakarta can access the same intelligence breadth as a student at the London School of Economics, the scholarship gets richer.

These aren't feel-good outcomes. They're structural improvements to the global information ecosystem. They make markets more efficient, governance more accountable, and research more rigorous.

The question is not whether this kind of democratization is possible. The technology exists. Multilingual NLP at scale is a solved problem for those willing to invest in it. The question is whether we treat intelligence access as a luxury product for wealthy-country professionals or as infrastructure that everyone deserves.

The answer will shape whose voices are heard, whose research is cited, and whose decisions are informed for the next generation. It will determine whether the global intelligence economy remains a gated community or becomes, finally, a commons.
